What did this guy use to change the doc?

All I can see is a desktop picture - no dock ???

Need to know what the dock looks like but it is not visible after clicking that link...
 
They just replaced all of the icons used, and the image that is normally the little white oval with a blue ring. As for the tool, CandyBar will probably do all of this for you (you will have to supply the appropriate graphics).
