Sync/update, and you’re good to go…comes fully charged…

The first thing you have to do is sync it. you can't use it until it's sync'd with a computer. The above post...i would stay away from 4.3.1 if you are able to. I say this assuming you would want to Jailbreak. If you have no interest in Jailbreaking, then by all means update and enjoy!
