what does a black screen with a padlock mean

When I try to start up my G5 all I gat is a black screen with three items showing on it: a padlock on the left, a white oblong rectangle (size about 0.4 cm in height and 3.0 cm long) in the middle and an arrow on the right.

Anyone know what this means?
