I spoke with a respresentative about this and they told me that since its 1500 Text Msging B2B that texting anyone that wasn't on a FAN account would be charged at the Pay Per Use rate. I looked at my bill though and all the messages that had the rate code TMS4 were taken out of the bucket of 1500 like they're supposed to. I think that it just appears that way on the account page but TMS4 covers messages to anybody on any network.

Does that sound correct?

This would be correct. The few that I've sent overseas to people on Optus and Vodafone in Australia came out of my set of 1500, with no pay per use rate tacked on or anything, just as it was supposed to.

ATT is feeding many a different people many a story, and I know for a fact that they aren't the only ones doing it.

yeah, fwiw, I send text messages to people on Verizon and Sprint and they're all deducted from my pool of 1500 that I have via the TMS4 feature code. I wasn't charged anything extra for text messages on my first bill
