Does "push" essentially mean that I will get updates from an app (not software updates but actaul updates like news)? For example: If I get a news app and there is breaking new it will have a red dot with a number for the number of news stories, right?
 
Yes. It can alert you if news in the AP app, even when you are not running the App.
It can send badges (red dots with numbers) audio alerts, and text alerts like in the messages app.

Not essentially. That's exactly what it is.

It's biggest use thus far is with IM apps. In a nutshell you're getting information updates from an app when it's not running.
