What does this mean?

I have an order coming from Apple, this morning in a Shipping notification it said this: Delivers Dec 21, 2018 by 2-3 Business Days?

Does that mean it take up to 3 days longer or past the 21st?

Not entirely clear. But, I think "2-3 Business Days" is a class of delivery, like "Overnight." I think the main thing is it is due to arrive Dec 21.

Thanks for the clarification, that was confusing. I believe you are 100% correct, it is a shipping method!
