Ive always wondered what Time Machine actually restores? I know it most certainly backs up (back ups?) home folders.

If you have a rouge script or bad driver and completely erase and reinstall the OS and then restore from TM will it bring back the bug too?

Many times throughout the years I have done this exact thing on my older machine. It never really seems to run super snappy. Like that "new machine feel". Could possibly be that I have just gotten used to the responsiveness of my newer more current machine?

I am at a point when I believe my 2017 iMac would benefit from a fresh install wipe.
 
It should restore everything that is "restorable" (assuming you do a "full" restore).

I'd suggest that you consider trying either CarbonCopyCloner or SuperDuper.
Both are free to download and use for 30 days...
