What exactly does TechTool Deluxe do and should I be using it?

Duff-Man says....It is basically "TechTool Pro Lite" and is somewhat out of date but still semi-useful for minor disk-related (or other hardware) repairs. Should you use it? Well, if you are not experiencing problems then not really....and if you are experiencing disk problems then I would be more inclined to try repairing with Diskwarrior before TTDeluxe....oh yeah!
