I have the latest version of Chrome, and wanted to try out the built in click2flash functionality. So I turned off the flash plug in, and when I visited sites with flash, I was expecting to be able to click on the flash section and it would load the flash (just like click2flash in Safari does). However, all it did was tell me that I didn't have flash installed, and wouldn't do run the flash if I clicked on it.

Was the functionality removed, or have I done something wrong?

No, because I was under the impression that Chrome essentially had this function built in. Searching on Google revealed that it was added to developer builds last year (around August I think), and it should work like like I was hoping, but it seems it may have been changed.
 
The feature is still there. Go to about:flags and enable it.
After that go to the preferences, content settings and there you will be able to enable Click to flash.
