What happened to IOS 8 active icons?

I remember early iOS 8 concepts showing active App icons(?). Was that ever a real thing or pure speculation. It looked like a really cool feature.
 
Too bad because it looked like some needed innovation to iOS. iOS 8 is dandy but it really feels like what iOS 7 should have been.
