What happened to the ability to highlight text in a PDF?

In the latest version of macOS, the option to highlight text in a PDF no longer shows up in the contextual menu. You can still highlight text by going to the command in the menu bar, but this isn't as handy.

Has everyone else lost the ability to contextual highlighting?

Yeap, it's gone. I would open a bug ticket at https://bugreport.apple.com.
