- what happens to the music, pictures, etc. on my device?
- will I be able to re-install apps without paying for them again? (main concern)
- will I still be able to access my iCloud files via web?
- will FindMyDevice still work without iCloud?

I've never used iCloud to restore my device, and I never will, so anything beyond the previous questions I don't mind.

It just deletes the account from the device. Nothing external will be deleted, unless you manually delete it beforehand.

All your data is still there and you can restore from the backup and reinstall your apps without paying for them.

Yes you will be able to access your iCloud files via the web.

Find My iPhone will not work because that feature works with iCloud and you've deleted the account for the device you want to track.
