Currently “syncing” my entire photo library, which previously resided solely on my iPhone. Last night I decided to finally switch on iCloud Photos. It’s still syncing and keeps pausing for various reasons. At this rate, I’m not confident it will be completed by the time Friday rolls around.

So the question is… If it’s not done yet, and I do the phone-to-phone transfer on Friday morning, what will happen? Will it transfer all of my photos from the phone to the new one? I suspect “no” since they’re no longer part of the iCloud backup, right? Or will they transfer anyway since it’s not synced, and then the sync will continue as normal?

Keep your phone connected to good wifi, locked and charging to help facilitate the upload.

Do you have download and keep originals enabled? I’m not too sure but I think stuff that’s synced and available offline on the phone copies over.
