What happens to an iMessage (to email) that resorts to SMS?

Basically what I said in the title, what happens to a message when you send it to someone's email address via iMessage, but there isn't enough signal (etc) so it sends it via SMS instead, does it send it to the person's mobile number, or as an MMS to their email?

It diverts to the Phone number attached to your iPhone. This feature is only for iPhones, not iPads or iPod Touches.
