I see that my upgrade eligibility is retrogressed from 12/2010 and am eligible now. I want to know how to unlock my existing iPhone 3GS "officially" after I get my iPhone 4. Should I call At&t/Apple?? Can someone throw some light?

No official way to unlock in the states. Unofficial ways, sure, but it just depends on your phone's baseband.

You don't officially unlock it. AT&T doesn't let you.
 
But I see a lot of Officially unlocked iphones in the market. What's their source?

Other countries (NZ i think, and maybe Australia?) Someone else would have more info on those, chime in! :)

All I know is that they cost a pretty penny, you're probably looking at 9-10 hundo
