I am trying to contact my cousin in New Zealand via Skype. As I'm a not a big IM user I'm wondering what happens when you attempt to add a new contact with Skype. Will Skype send the user I am trying to add, an email with the message in it? Or will they have to load the Skype program itself?

As far as I know Skype does not send any message unless the person at the other end as also a Skype user .. :(

I know they are a Skype user. I'm wondering though if they have to start up Skype to get the message or if they'll get an email.

The default setting is for Skype to load at "log-in" If the other user is not "on-line" you can type a "Chat" message which will pop up when the user logs on. .... :)
