What happens when my unlock certificate expires?

I've been using AT&T PAYG since my contract ended in 2012. My certificate expires this August in about a week (see last picture).

What does this mean exactly?

I thought you wouldn't need these certificates anymore since carrier settings are pushed down. AT&T now supports iPhones on their prepaid service

Then you need an unlocked phone with a new profile from that site. It will have a new expiration date....

I have to call AT&T every two years and have them unlock my iphone only temporarily every time? That's some bs.
