what is causing this?

I have my phone locked with a passcode and set to not allow siri if passcode is enabled. But siri is activating anyway, and letting me bypass the code by saying "check email" then clicking on an email and pressing the home button. not directly after a reboot or respring, but if I lock my phone again siri is enabled on the lock screen. Could one of my jb tweaks be causing this
