What is OpenBase Manager?

I do not recall downloading OpenBase Manager, but it is in my finder so it got there somehow. Anyway, what is it and what is it used for?

Also, it keeps trying to update, but when I hit download for the update it just sits there and tells me at what rate it is downloading, but never progresses past 0% What is the deal with this thing?
