Looking at my router, the lights are flashing constantly, and Activity Monitor shows a constant 65kb outbound, even when no apps are running.
If this was just some general low level sort of network interaction I could understand, inbound shows about 3kb, but 65kb outbound seems excessive for a machine with no user activity.
How can I diagnose which process on the Mac is sending out data?

Talk about bizarre ! This had been going on for a couple of hours, and within two minutes of me posting my message, the activity stopped ! Good thing I'm not paranoid (though maybe I should be?).
So, there is nothing for me to diagnose right now, but should this recur, would still appreciate knowing how to determine what is using the network.
