what is the absolute most drop-proof 13 Pro Max case for someone working in construction?(welder working in high-rise buildings)
 
IMO, your best bet is the otterbox defender. However, I don't think any case will fully protect your phone if you drop it on the upper levels of a high rise.

Get a case that makes it impossible to drop it in the first place. Get a Loopy Case.

Otterbox + Apple Care+. Back replacements are also $29 now.
I have to agree. Otterbox Defender Pro or Lifeproof Fre. AppleCare + TL pretty much covers any possible damage or theft. Both cases are pricey. Defender Pro is $60.

It's 3am and I"m too sleepy to look it up... I know what AppleCare is(duh!) but what is a "TL"??? (TL as in true love?)

Mous has ads with them dropping from a hot air balloon, so you can check those out. (Do your own diligence if the claims are real...)

"TL" = "Theft and Loss". This would cover the situation when you drop your phone from a high-rise, and a pedestrian walks off with your perfectly intact iPhone! ;)

not if it hits the pedestrian on the head... :) never seen it happen in person, of course, but I imagine it must have happened somewhere. (although I have seen a window air conditioner fall out and land on the roof of a Volvo 740 station wagon... I was standing about 20 feet away... fortunately, nobody was in the car and it had one of those old school metal sunroof.. but the roof still got destroyed... which is why I have a fear of glass sunroof after that experience, even after almost 25 years)
