What is the best keyboard remaping software for Windows running on Parallels?

I want to remap only the keyboard presses that are acknowledged in windows so that the ⌘ command key or  key and the control key are switched.

Any way to do this that works easily and does not mess anything up in the process of accomplishing this task?
