What is the best school newsletter program?

I need to make school newsletters, flyers, certificates etc. for schools. I need to be able to drop in clip art and photos. I want a quick and easy program that saves in a format for Word so schools can download them and use them at school. Any ideas?

What about Word? It does everything you described.
