It's just the needle coming off a record.

No thats not it. I can't seem to find an example. It happens in movies when say 2 characters are in a room and one finds out something embarrassing about the other, a sound plays like a dj record sound and then there is silence. Hmm this one is a tricky one to explain.

Yeah, I know what you are talking about, and that sound is supposed to be the sound of a needle being scratched across a vinyl record.

Whether that's the way they actually produce it or not is another question. Foley artists are an amazingly clever lot.
