What is the decibel signal range on the iPhone 4?

I was reading around and could only find a chart for the old one which showed decibels to signal bars ratio, this was the old AT&T setup though before apple made the changes to the range.

What is max signal and lowest db? It seems 0 should be the best but that db scale went from -53 to -113
