What is the difference between "Mail" and "Mail download" folders?

What is the difference between the "Mail" folder and "Mail downloads" folder?
My understanding is that the former holds account settings, emails, attachments, and the latter holds attachments that have previously been opened directly from Mail, and that the content of this folder are therefore duplicates and can be deleted without losing the original. Is this correct?
