What is the easiest way to copy all photos from one iphone to another on a PC?

I know backup and restore works but user has already configured the new iphone etc. We just want to copy several hundred photos from the old 4 to the new 4S.

Its our CIO he just has a PC with itunes on it.

Drag and drop. It's about the only thing you can drag and drop on the iPhone. If you have two iPhones and two USB cables with you, you can literally drag and drop the photos from the folder of one phone to the folder of the other. Boy do I wish all files worked this way...
