If you are asking if it is OK to download the utility, it sounds like you know nothing about it. Did you read about the iphone config util on Apples website?
Yes its OK to download. As far as your carrier file I don't know. The real question is, why do you think you need the utility.

if you read it and you still aren't sure if you need it then you probably don't need it!

Are you a system administrator overseeing a fleet of iPhones deployed to your company's employees? If not, then chances are pretty good you don't need it.
