I use the Apple TV 4K (first generation) as a wireless display adapter. The Apple TV connects to an external monitor via HDMI. Then I screen-mirror a MacBook Air M2 (8 GB RAM) to the Apple TV as an external display.

When opening/closing windows on the MacBook screen, the screen refreshes reasonable quick without delay. However, when opening/closing windows on the external display, I often notice 1-1.5 second delay. The screen was slow to refresh.

I am at the point that can either replace the computer with higher RAM, or buy a newer Apple TV for the same setup. Or can replacement both. What is the possible cause of slow refresh on the external monitor? Does the Mac M2 have too low RAM? Or is the Apple TV too old for this setup?

It's called latency, and it's caused by the delay in processing the video and audio stream into a format that can be sent over ethernet or wi-fi, and turning it back into an HDMI steam in the A-TV.
This processing takes time, and that time is perceptible...

A weak wi-fi signal can make it worse, so make sure you have a strong wi-fi signal to minimise additional delays in the transmission of the signal.

To only way to get a simultaneous image on your monitor is to directly connect the MBA to the monitor.
