What is the proper name for this keyboard symbol?

It's the ```

It's the lower case symbol on the tilde ~ ~ ~ key.

I don't recall seeing it on "PC" keyboards.

That is the Grave accent. Depending on the language, it can appear by itself, or over different characters.

Not to be confused with the Acute accent, which is similar to this but the slant goes in the other direction.
