The last time I needed to do so (October 2024), it required an extremely weird process of downloading an old version of iTunes (version 10 I think?) and then extracting and installing the drivers manually on the Windows PC.

With the continuing phase out of iTunes, I'm really hoping that Apple has a new and better solution by now.

I think Wi-Fi tethering has replaced the cable. I seriously doubt Apple has done anything to improve USB tethering
 
You're hoping Apple has been hard at work developing a solution that only matters to Windows users?
they actually do - there are much more Windows users with an iPhone than macOS users. to answer the OP: Apple's iTunes either via cable or wireless is one option, cloud sync another, … or third-party. I sync regularly sync a work-provided Win11-laptop and iPhone via wlan and it works fine. If you only need file sync, something like snapdrop or sendanywhere might be the quicker option.

EDIT: was not aware of snapdrop limewire acquisition and the potential problems that introduces. thanks @!!!
