In system location services, I find a new service in iOS 7 wifi networking? What is it used for? Will it save battery if I turn it off ?

Perhaps you should post this at the IOS7 specific forum.

Sounds like to me... Your location is obtained by several methods, one of which is by zero in known WIFI routers in your area. My wild guess this setting is asking you, do you want to use WIFI as a method to triangulate your location?

And I hear, WIFI uses little power in comparison to the cellular radio.

You can always test it though, one day with, another day without, don't go by what I say, you have power in your hands.
 
It depends on how you use your phone. If you are using location services it will save you battery. If you are in a city it will be able to gather your location based on the wifi networks around you (Even without connecting to them.) This will save battery compared to turning on the GPS radio which drains battery really fast in comparison.

If you don't use location services then it most likely has no effect.
