I know the reason for this, apple trying to convert to jpg or mov on the fly. And it randomly times out.

I have a few files that never want to copy to a PC, and I dont want the HEIC format as no one wants to use that.
What is the workaround if you have a PC and dont own a mac?

It's shocking that apple could leave this problem unaddressed, it severely limits the usefulness of the phone.
 
My solution is transferring whatever the original format is and let PC do the conversion itself. I do not trust current iOS devices to do those stuff on the fly, especially when transferring large files without error is a bit too much to ask at the moment without third party tools or iTunes.

Maybe these files are somehow corrupted or have some other issue. Since you cannot use AurDrop on a PC, maybe try to email those to you and see what happens.
 
What version of windows? Are you using iTunes?

Windows was update with full support for HEIC/HEVC along with built in means to convert the files. You could also turn it off in settings > camera on the iPhone so it captures in h264 and jpg so you don't need to concern yourself with it anymore.

Can you be more specific about the few files that will never transfer to PC though? Specific files not transcoding will have a specific reason. Were these files taken from a 3rd party app? Obtained externally? Less than standard types like Live Photos, Slow-mo, etc?

Apples transcoding, encoding and decoding of HEIC and HEVC is actually really good. On MacOS I can't get an HEVC encode to scrub as smoothly as theirs using the same source file even if I sacrifice quality with a lower bitrate. iOS, tvOS and MacOS are transcoding something quite often throughout the day.

I have no doubt this is somehow related because the internets solution is to set the iPhones photos settings to "keep original" as a solution. However I think this has another factor, could just be a file system or OS conflict.

You probably already know this but you have iCloud Photo Library OFF and ALL the photos are downloaded onto your iPhone correct? If its on you'll need to use iCloud.com.
