What is this and why is there? On a PSU off a G4 Flat Panel

Can someone tell what this is? Newbie here although did read about components swelling and leaking but that wouldn't be this, no? Been thinking it's maybe more of some kind of contact or protective putty of some type although not sure why in those 2 spots. Is pretty noticeable on the one half and little bit the other. And also, gotta ask, what's up with these wires from it that connect from the PSU to the carrier drive assy. Thought maybe they just plugged in but they are not coming out, feel like they are locked in, now thinking they maybe trick or latched in somehow. What's best way to remove? Thanks

Never mind on the white putty stuff, found my answer but on the getting these plugs, still could use the help. Starting to think maybe just seized in there somehow, love a challenge, will get it tomorrow.
