You are probably running an installed app - that's just an indicator/notification.

It’s hard to see clearly, but it looks almost like a pac man symbol eating the others. What app do you have on JB that could cause that?

It means your not COOL and some program YOU downloaded is making you think your COOL. Now were did you get it so I can be COOL too?

no, I didn't install the weather app.. I believe I install some app on cydia..but forgot which one it is..

haha..If i know which app, i would have uninstall it right away.. is annoying..but when I go to cydia it disappear and then go back to springboard it reappear

What Cydia apps do you have installed? Go to Cydia->Manage->Packages and list every app. Then maybe we can pinpoint which one is `cool'.
