Screen orientation lock. You can UNLOCK the vertical screen lock by double-tapping the Home key, then slide all the way to the left where the iPod controls are and you'll see a silver icon that represents what you've screenshot above. Tap and horizontal display for browser, email, etc will work again.

That means rotation lock is on. To toggle, double tap home, and swipe over to get the music controls. The button to the left there toggles it
