What is this? (Permissions repair)

I repaired the permissions in my iMac right after installing lion and i got this message...which i actually also saw in snow leopard but never got around to asking what it was since it didn't seem to be harming anything...anyway...enough rambling...does anyone know what this is?

I read somewhere what it was, but forget it now. I do know that the permissions for this file are incorrect on all Macs running 10.5.8 and above. Nothing to worry about.
