What is THIS when I dictate a message?

When I dictate a message (SMS) on my iPhone 5 with 9.0.2 of IOS, after a few seconds THIS pops up. It LOOKS LIKE it would be a voice message inserted into an SMS, but there is NO WAY to do ANYTHING with it, and it blocks the message that I am trying to send. I have to quit Messages and restart it to get rid of it.

I suspect it's a bug.

my partner had this and my remote advice was to try pressing the microphone button to clear it. i'm not sure if she pressed the one to the right of the text field (which i initially meant because it looks very similar to the bar that appears when you press that) or the dictate button in the keyboard but she said that removed it

but yeah i think it's a bug
