After updating to ML I found this app on my computer. It was never there when I had Lion installed. Also I am having a hard time deleting it from my apps list. Does anybody know how to get rid of this app, as I have no idea what it is or how to use it?
 
You are just seeing the icon...Client and server editions and libraries are available for download...It's not required but as posted above is useful for quite a few things...If you don't need it, just don't download it.

Correct. It is just the icon, and when I try to delete it it says that it can't be deleted because OSX needs it to run. Is there a way to delete it? I doubt ML needs it to run since it is not installed.

it never came preinstalled with ML so you must have had it on your lion install (where I believe it is included by default)
