Another vote for Mourning Dove.

Never saw / read Harry Potter - no idea what you're on about with that.
I do know that I've seen Mourning Doves in person - making that same noise I could hear in the sound clip the OP linked. During the doves call, there were no owls (or any other creature other than that bird and I) present, it was in the middle of the day, and I could see the dove performing that call.
