i know this type of threads have been posting for long time..
the reason i ask this is i saw some adv from google/ebay/etc, they claim that they can unlcok/jb any 3gs except 3gs with ios4
 
Yup, almost any <3.1.3 iPhone can be unlocked, even on iOS4 if you had the SHSH blobs of the 3.1.2 install
 
All iPhone 3GS phones can be unlocked if they can be jailbroken. The only 3GS phones which cannot be jailbroken are ones already upgraded to 4.0 or 4.0.1.

I have an iPhone 3GS that was jailbreak before but it have the iOS4 installed. I manage to downgraded to 3.1.3 and also downgraded to 3.1.2. Someone can point me to the right direction if I can jailbreak this phone with the downgrade I did. Its officially a 3.1.2. Any help will be appreciated.

JB it now on 3.1.2 with redsnow.
Then update it to custom 4.0 ipsw created with pwnage tool.
