I would hate to sound like i'm dumbing down, but I think this would look pretty cool (and obviously optional) but I think when you have an update like 10.3.3 which does lots of behind the scenes updates such as the dvd player or the disk utility, would be to have a 'Welcome to 10.3.3' screen.
Once you've restarted and logged in a lovely little window would fade in over the top of everything telling you what spanktastic new things Apple have developed, (WITH PICTURES!!) and little things like reminding you to run 'Repair Disk Permissions'. This would not only be useful to new users of OS X, who may not realise what new features they - or what repairing permissions actually means, but for home users or switchers.
