Strength and toughness is what makes a great leader, great. Diplomatic when possible, but brutal if necessary.

Brutal?

I'd have said ability, judgment, (judgement in choosing colleagues, in choosing which option, or course of action to take, judging when it is appropriate to yield, or to compromise, and when to hold the line), some sense of steel, a rough sense of decency (you are governing for the people, not for yourself), intelligence, integrity, competence, compassion, experience, a sense of fairness, a sense of humour, a life informed by what it means to live an ethical existence, some vision of what can be achieved (for the better) when one is elected to public office.

I’m just speaking from personal experience. Sadly, niceness rarely gets one anywhere in competitive environments, although I do see good around me in everyday life which always is refreshing
