What may be causing this fluctuation in my internet speed

Hello. I'm trying to download os x updates to newly installed mac os x leopard and as you can see my internet speed fluctuates crazyly. One minute it shows "15 minutes to completion" next "6 hours"

What may be causing this?..

Are Apple software updates the only time you see this fluctuation?
Have you tried www.speedtest.net at various times to see, what speeds you get?

I just tried speedtest.net and I had a 22 ms ping with 7-8 mbps download rate. So that means problem is with Apple not me?..
