what possible legit reasons can people have for buying dozens/hundreds of iPhone 13 box sealing stickers that look identical to Apple's own stickers?

is it safe to assume that their intent is to defraud people by making the phones look new in "sealed" boxes?

Why steal printer plates when I can print fake currency on my LaserJet ?

But yes, the your assumption is correct ..

speaking of fake currency.... I've been conducting my little experiment since July 2019. I have not used any paper money or coins for more than 2 years. Have not carried any paper money in my wallet at all. (with one exception... leaving tips in my hotel rooms and I had to use $5 paper money)

What legit reason could one have for making fake Apple packaging in the first place?

{I have always been a cash first guy.

A truly simple way to visualize your monetary outflow.

And apart for grocery shopping, I have seen no reason to change my strokes.

But I did keep my clean and drity money separate and treated it under an UV light even before the 'RONA.

So I may have been a visionnary ;).}

The more obvious one would be to replicate the unpacking experience on fake goods.

The scarier one would be to reseal "tampered" goods.

This is most likely directed to refurbishing services or simply some fallen off the truck supply.

But yeah, if you're only getting into the wild ride that is the world of Chinese countrefit goods, buckle up ... (my roomba has been running on downmarkets consumables for a while now ... )

I should buy a 50-pack of those iPhone 13 Pro sealing stickers.... put the phone back in, seal it, then unbox it next morning.... it's a Christmas miracle!

I can enjoy the unboxing experience every week, until the iPhone 14 comes out.

Actually considered getting a batch of undescript white cardboard boxes and decking out all the holyday gifts in that ubiquitous apple design language ;).

based on what I read, apparently those boxes sometimes come with the Apple logos.... (but they always cover the logos up in the photos to avoid "problems")
