What program should I use to make an interactive CD-ROM?

Basically i'm looking for a program that will let me easily put together an interactive CD-ROM. Essentially a DVD, except burned to a CD instead of a DVD. I'd really like to use iDVD to put it together since it's very easy, but is there something better? Does iDVD even burn to CD-ROM?
