I’m looking to buy a used Apple Watch (series 3) with cellular and I’m paying cash because it’s a local pickup.

I have the serial number and IMEI so what can I check before I meet to pick it up?

Can I check if it’s stolen and if it can be activated on AT&T?
 
Yes and yes. It may not have been paid off and carrier may have blocked the IMEI. You can all AT&T. There are some paid IMEI check websites, but I have never used them. You can get basic information for free like purchase date, etc.

 
The other thing I'd check is to make sure it's not locked to an iCloud account. I'm not sure what the proper procedure is to unpair it, but it's a pretty common thread on here that someone bought or sold a watch & the new owner can't activate it.
