I have an iPhone 4S that has been out of use for well over a year (but with service still being paid). It still has iOS 6.1.3. While I have always been quick to update my firmware in the past, I was temporarily holding out until I knew more since some of my family members complained about the new interface for SMS/etc. on iOS 7, but most of my apps will not update without a firmware update.

What are the major differences between my current OS and 8.1.2? What new features will be available to me on the iPhone 4S?

There are too many differences to explain, have you tried looking at the Apple website? This page shows some of the new features: https://www.apple.com/ios/whats-new/
 
I would stay put.

iOS 6 on 4S seems like a rather desirable combination,relative to the alternatives.

One major difference for the iPhone 4s on iOS8.x.x is reduced battery life, slower application transition, extra bells and whistles and apple bloatware as far as I'm concerned.

Ask yourself this:

Do my apps still work?

Do I need to update?

Think yourself lucky you have iOS 6.1.3 on a 4S, I'd certainly go back to it if the option was provided.
