Is the lack of 4K video at 60fps limited by the A9's processing power?

Why was 1080p not available in 60fps until the A8 CPU? Processing power again?
 
I'm sure that the massive amount of storage space required is one factor.

There's a point where your needs enter a professional realm and you need dedicated equipment.

The iPhone 5 was capable of 60FPS with third party apps. I just think that Apple didn't feel they "perfected it" or made it good enough to be used normally until the camera technology of the iPhone 6 rolled around.
 
Not only limited by processor. I'm sure people with 16gb are not going to be happy after a 5 minute video uses all their storage.
 
Frankly I'm amazed that this little device in my pocket can shoot video at a resolution good enough for a movie theater, and edit it in iMovie without any lag at all. That's pretty freaking incredible if you ask me.

The main way I've been using 4k is when I need to shoot something in the distance. I shoot at 4k, bring it into iMovie, zoom in the clip, and render to 1080p. I can crop in quite a bit and still get full 1080 resolution out of the final product. It's like having a zoom lens.

I thought even today's 4K tv can't even display 4K in 60hz why would you need this?

A9 may be perfectly capable for 4K @ 60fps; however, it is going to put a lot of load on the hardware. My GoPro Hero 4 Black can do 4K @ 30fps and it feels like it could burn your hand after few minutes of recording. I couldn't imagine a phone being able to handle the heat.
 
There probably is a technical limitation to doing 4k @ 60fps.

If no android phone has managed to do this, it's hardly a surprise that it hasn't featured on an iphone.
