What streaming video camera to buy?

I have an about 150 € budget and I'm looking for a digital camera that can of course record normal video. But it should also be able to "stream" TV. So, what I want is to also be able to record TV by using the digital camera as a link between my computer and the tv.
I hope someone understood :p
